{4000:TPP Decline} {V1: FAILURE VM }

Reason for a decline "Failure VM"

V number gets disabled when it hits 10,000 transactions (VM stands for something like Velocity Maximum).

A "V" number is related to TPP "TSYS"

Solution:

Contact the Merchants MSP (Merchant services provider), the POS/PMS vendor, or the TPP processor themselves. Have them reactivate/reset and set to a number such as 500 transactions per 24hr period.
